Ex-post Evaluation of Sustainable Energy and Energy Efficiency Intermediary Loan Programme in China
In the framework of its ex-post evaluation mechanism, Agence Française de Développement (AFD) and the Fonds Français pour l’Environnement Mondial (FFEM) systematically evaluate all funded projects and programmes once they have been completed. Frankfurt School has been assigned to conduct the ex-post evaluation of the Sustainable Energy and Energy Efficiency intermediary loan programme, namely three loans that were allocated to beneficiary banks: Huaxia Bank, Shanghai Pudong Development Bank and China Merchants Bank. While evaluating the credit lines for their performance and effectiveness in EE/RE lending, the team also evaluates the structures for EE/RE lending in the post-technical assistance implementation period. Furthermore the project includes the organisation and coordination of stakeholder consultations, including the beneficiary bank’s upper management, AFD staff, government officials, and final beneficiaries.
On the basis of six evaluation criteria FS consultants are implementing the evaluation with structured value judgment. Last but not least they are providing conclusions and recommendations for future AFD programmes in EE and RE financing within a Chinese context.
