The EurObserv'ER Barometer (Monitoring and Analysis of Renewable Energies in the EU)

Since 1998 the EurObserv’ER Barometer measures the progress made by each renewable sector and in each Member State of the European Union in an as up-to-date way as possible. Co-funded by the Intelligent Energy Europe Programme (IEE) of the European Commission, the EurObserv’ER consortium (lead by Observ'ER - Observatoire des énergies renouvelables) publishes a yearly report – an overview barometer called “The State of Renewable Energies in Europe” – that assesses the development of all renewable energy sectors including their socio-economic impacts. Additionally, the EurObserv’ER team publishes bimonthly reports (the so-called thematic barometers) that track and analysis the development of eight renewable energy technologies (wind, solar PV, solar thermal, hydro, geothermal, heat pumps, biomass, biofuels, biogas) in the EU Member States in the previous year.

The FS - UNEP Centre joined the team in the last EurObserv'ER Programme, which was co-funded by the Intelligent Energy Europe Programme (IEE) of the European Commission from May 2013 to March 2016. Since 2016, the project receives funding from the Directorate-General for Energy of the European Commission. The project team consist of Observ’ER, Renewables Academy AG, Energy Centre Netherlands, Fraunhofer-ISI, and the FS-UNEP Centre. The Centre is responsible for the assessment of the developments in renewable energy investments in the EU Member States.

In the form of compact and descriptive reports, the barometers help policy makers and other stakeholders to understand the developments in all renewable energy sectors in the European Union. The barometers describes completed projects, provides policy background information and country specific information. The distinctive feature of the EurObserv’ER barometers is the up-to-date, comprehensive data: through cooperation with a wide network of national experts, the figures published in the barometers are usually more up-to-date than the data of public statistical offices.
